Understanding Flood Risk

Assessing flood risk is a fundamental part of the planning process for many developments across the UK. National planning policy requires that flood risk is properly considered to ensure new development is safe, does not increase flood risk elsewhere, and, where possible, reduces overall risk.

A Flood Risk Assessment (FRA) is typically required for developments located within Flood Zones 2 and 3, and for sites in Flood Zone 1 where other sources of flooding — such as surface water — may be present. Local planning authorities and the Environment Agency use these assessments to inform decision-making and ensure compliance with planning policy.

Understanding flood risk at an early stage is essential. It can influence site layout, finished floor levels, drainage strategy, and overall project viability. Early assessment helps identify constraints, avoid delays during planning, and reduce the risk of costly redesign later in the process.

Types of Flood Risk
